MSF Medical Representative in China

Médecins Sans Frontières (MSF) is an international humanitarian organization that provides impartial medical care to people affected by conflict, epidemics, disasters, or exclusion from health care in over 70 countries. We are looking for a suitable candidate for the following position to be based in Beijing (with travel in and outside of China):

Job Purpose:

•    The medical representative will represent MSF in medical forums in China, in order to facilitate exchanges and dialogues between MSF and relevant stakeholders on medical priority issues for MSF; and, considering that the country has become a major global health actor, engage stakeholders in China on MSF medical concerns, as appropriate.

Reporting directly to the MSF China Representative,  the Principal Accountabilities are highlighted below:

•    Engage with relevant stakeholders on medical priority issues for MSF, medical activities, dilemmas and challenges, and seek to influence Chinese policies and practices where appropriate;

•    Develop and maintain a strategic and consistent relationship with key external actors and partners;

•    Create opportunities for MSF to raise its visibility, credibility and acceptance in the Chinese health sector;

•    Be the medical focal point for the movement in China;

•    Act as an MSF spokesperson on medical issues in collaboration with and in support of MSF actors seeking to engage China on specific issues. 

Main Duties and Responsibilities:

•    Support the implementation of appropriate strategies to achieve MSF’s objectives in China, as identified in collaboration with different departments of MSF Hong Kong, MSF Operational Centers, MSF Access Campaign and MSF International Office;

•    Continue the identification of medical priority issues for China through the monitoring of relevant Chinese government policies, statements, and research, and in relating them to MSF’s medical priority issues, identify areas of mutual interest to develop collaborations with Chinese counterparts;

•    Lead, facilitate and support exchanges and collaborations between MSF representatives and Chinese counterparts, as needed;

•  Develop and maintain relationship with relevant stakeholders including but not limited to relevant government and regulatory agencies, UN agencies, local, national and international NGOs, pharmaceutical companies, medical associations, academics, think tanks, scientists, journalists for purposes of information exchange, network building and advocacy;

•  Represent and introduce MSF in medical related meetings and forums in China;

•  Monitor the impact of China's health system reforms on access to healthcare and quality assured essential medicines, providing inputs on strategic directions of activities geared towards improving the access within China and beyond;

•  In collaboration with MSF entities such as field operations, Humanitarian Representation Team and Access Campaign, monitor the extent of Chinese medical aid and health collaboration, with special attention to China’s interaction with developing and neighboring countries;

•  Monitor developments in the Chinese pharmaceutical industry, especially research and development that could lead to a pipeline of quality assured drugs, diagnostics and vaccines for diseases of MSF concern;

•  Research and compile information on Chinese norms and regulations related to health areas, which can be of interest for MSF activities in China;

•  Maintain communication with hospitals, medical associations, universities or other relevant institutions, for collaboration and exchanges, as well as to serve as sources for the recruitment of medical field workers;

•  Address any requests by the government, community and other partners for medical and/or technical support they may need;

•  Support MSF to raise visibility, credibility and acceptance in the Chinese health sector and among the general public (e.g., representation, media interviews, experience sharing etc);

•  Strategically disseminate key MSF medical publications;

•  Additional tasks that may be identified during development of the work, requiring certain degree of flexibility to adapt to the changing scenarios;

•  Support China representative and Beijing office for the registration of MSF in China if needed;

•  Provide necessary input for the annual plan/3 years plan for the Beijing office

The Ideal Candidate

•    Medical doctor with training/experience in infectious diseases

•    MSF field experience and ideally having held previous coordination position

•   In depth understanding of MSF medical humanitarian approaches

•   Good knowledge of drug quality and access issues

•   Good general knowledge of R&D 

•   Good knowledge of China and the medical humanitarian sector in China

•   Strong commitment to the MSF Charter

•   Excellent spoken and written English; Knowledge of Chinese (Mandarin) is a plus
